I am John E. Williams, an OCPA,
CPS (Certified Protection Specialist). I am a retired Dayton Police Sergeant
and have bee in law enforcement since, Oct 2, 1967 for a total of 34 years.
I have been with the Beavercreek PD since May 2, 1994, in my present position
as a Crime Prevention Specialist. I have worked crime prevention since
1980 and have been a member of the MVCPA since that time.
As I always inform the public, the motives for committing crime has not
changed, but only the manner in which they are committed. Though the traditional
crimes as burglary, theft, robbery, rape, are still responsible for the
destruction of lives, we as crime prevention practitioners must stay abreast
of the "new" crimes plaguing, or those which will plaque our society.
It is imperative that "we" continue and expand our training where these
crimes are concerned.
The number 1 defense against criminal victimization is AWARENESS. Awareness
is not just physical awareness, but, but attitudinal, financial and futuristic.
we must be aware of what and how ALL crimes are committed to avoid victimization.
It is "our" responsibility to stay knowledgeable and to pass that on the
public we serve - this includes citizens of every age and the businesses
as well. They will then be aware. But, awareness also includes preventative
measures which must be taken - that all falls upon the crime prevention
practitioner.
To provide that AWARENESS I have developed numerous crime prevention programs
which will make the public aware, and at the same time promote police-citizens
partnerships. Why partnerships, because police agencies are effective
only to the extent in which the public supports them. Crimes are solved
and prevented by the police and community working together. Working in
vacuums results in suffocation - we breath life to one another.
CRIME PREVENTION SERVICES: Presentations, Business & residential security
risk assessments, Youth Crime Prevention Puppet Show, Bvrck High School
youth group (PACT - Positive Actions by Concerned Teens), BIG! Annual
National Night Out, Neighborhood Watch groups, Crime Analysis reports,
PICAN - Police Informational Citizens Awareness Network, KINDCALL, involvement
and organizing of numerous police-community events, AND LOTS MORE !
PRESENTATIONS: Personal Safety; Robbery Prevention (Personal, business
and financial), Business presentations incl. Work Place Violence, Shoplifting,
Internal Theft, and Fraud. Also, presentations for kids re: strangers,
given in elementary school, day cares, and churches. Give presentations
to youth and teens which are age relevant. Also have a program for senior
citizens.
Give approximately 55 presentations annually. Must continually update
these presentations and programs; requires much research. MOST REQUESTED
PRESENTATION IS IDENTITY THEFT; MAKE THIS PRESENTATION BOTH TO THE BVRCK
COMMUNITY AND OUTSIDE OF BVRCK.
PUPPET SHOW IS GIVEN TO SCHOOLS, AT SPECIAL EVENTS AND WILL BE RECORDED
FOR BVRCK ACCESS CABLE 10 IN NEAR FUTURE. "A CITY'S PUBLIC ACCESS CABLE
IS A WONDERFUL, EFFECTIVE MEANS IN WHICH TO REACH THE MASSES IN ANY COMMUNITY.
also, IT INVOLVES THE CITIZENS IN PRODUCING THESE PROGRAMS WHILE AT THEY
SAME TIME TEACHING THEM - ALAS, POLICE-COMMUNITY PARTNERSHIPS WHICH =
TRUST. WROTE AND PRODUCED: "STRANGERS: FISHING FOR KIDS" IN 1995, STILL
AIRING 3-4 TIMES WEEKLY WITH GREAT PUBLIC FEEDBACK. GET TO PARENTS HEARTS
THROUGH THEIR CHILDREN.
Will be writing, producing program for our cable station which will be
air by mid year, title: "Identity Theft: Are You the Only You"?
PACT: Youth high school program for freshmen thru senior years. Involved
with Bvcrk CPU. Get members involved in community and police. Encouraged
to identify community problems (incl. the influential community in their
lives, their school). Must then come up with and implement solutions to
the identified problems. This can be done in numerous ways: via newspapers,
school papers, posters, radio, TV, Bvrck cable or in any way in which
they deem as appropriate. I AM ONLY THEIR MENTOR - THEY MUST DO ALL THE
ABOVE. The members are also the puppeteers for the puppet show.
Youth Safety Crime Prevention Puppet Show: Variety of youth safety & security
programs set to music and comedy. Puppets are muppet sized with Officer
Ollie as the star. Ollie is dressed in a real (tailored uniform shirt,
badge, etc. Groups, schools, churches, etc., can request the puppet show.
PICAN: Computerized telephone informational system. Citizens can get information
on a variety of services provided by our PD; from weekly crime updates,
neighborhood watch, teen issues, KINDCALL to CLIP which allows criminals
to be reported, as America Most Wanted. I obtained the software via a
Block Grant in 1998 and developed the PICAN program, their are 31 separate
sites and sub sites contained within PICAN. PICAN cannot be purchased,
it is just what I called the program which I developed. PHONE # for PICAN
is 431-2345. Since 1998 their have been approximately 2,200 called made
into PICAN. Thought still operational, no crime updates can be obtained,
I have written a script and in the process of filming a documentary on
PICAN; 14 BPD personnel are being used in the film. I will be airing in
mid January 2002. The script is written in a fashion as one is being taken
on a tour of PICAN, which will be approximately 35-40 minutes in length.
As I say when teaching BASIC CRIME PREVENTION for OCPA, you as future
crime prevention practitioners you must - THINK OUTSIDE OF THE BOX.
This profile is a sampling of what I am attempting to provide the Beavercreek
City and Beavercreek Township citizens and businesses. But, as criminal
MOS change - so will I.
